Taylor & Challen Ltd of Birmingham was a reputed manufacturer of coining machinery (among other things), with the Diashi company of Germany being their distributing partner in China. These tokens were minted to advertise the company's minting machines for the various provincial mints in China, but most are found in brass, bronze or even silvered brass, but seldom in silver.
